A New Procedure of Actions on Reintegrating, Adapting, and Supporting the Released Has Been Approved in Ukraine

The Procedure of Actions on Reintegrating, Adapting, and Supporting the Released from Captivity has been approved. Now the military personnel will be recovered comprehensively, with medical, rehabilitation, psychological aid and social services provided. The procedure offers a model of complete diagnosis, a consecutive process of treatment and rehabilitation.

On March 15, 2024, Government of Ukraine adopted Resolution “On Approving the Procedure of Measures for Rehabilitation (Post-Isolation, Reintegration), Adaptation, Support (Care) of Persons Verified to Be Deprived of Personal Freedom due to Armed Aggression Against Ukraine, after Their Release”. The document was drafted by the Ministry of Reintegration.

As reported by the Ministry, the document establishes that reintegration measures and post-isolation support for defenders of Ukraine released from captivity shall be mandatorily carried out by the Ministry of Defense, the Ministry of Internal Affairs, the Security Service of Ukraine (subject to the consent), the State Guard Office (subject to the consent) and the Foreign Intelligence Service (subject to the consent). As for the released civilians, subject to their consent – by the Ministry of Health, the Ministry of Social Policy, the Ministry of Internal Affairs, the Security Service of Ukraine (subject to the consent).

The resolution also stipulates that:

  • The procedure of priority measures to ensure social protection of the specified persons be improved and regulated;
  • Measures to manage medical, rehabilitation, psychological aid to such persons be listed;
  • Requirements to reintegration centres providing medical, rehabilitation, psychological aid to the persons released from captivity be approved.

The Ministry of Integration states that approval of this decision will contribute to the implementation of the governmental policy on social and legal protection of the released from captivity and their families.
