Such information is contained in the response to a request received by the defence of Balukh from the “Department of the Ministry of Internal Affairs of Russia for the Razdolnensky District.”
Responding to a lawyer’s request, the police reported that “on August 11, after the incident with the convicted prisoner (Balukh V.G.) the head of the temporary detention facility, police captain Tkachenko V.A. was unable to continue to perform his duties in full, namely, the morning inspection of the temporary detention facility cells and the persons held there, and further morning activities organized according to the internal order of the temporary detention facility passed without the participation of the head of the temporary detention facility – the police captain Tkachenko V.A. It is worth believing that the temporary detention facility activities were disorganized. ”
The defence of Balukh considers such argumentation of the accusation unreasonable:
“Morning round of the cells is an exceptional initiative of the head of the temporary detention facility. He may not do this, as there are officials who work in the temporary detention facility, who are actually engaged in cells round. No document states that this should be done personally by the head of the temporary detention facility. In addition, as far as we understood, the head of the temporary detention facility showed his initiative to bypass the cells only when Vladimir Balukh was held there.
Even if we say that the uniform was smeared with dishwashing liquid, this could not in any way disturb the work of the institution, i.e. disorganize his activities, “- assure defenders of Balukh.
