After Vladimir Balukh and his lawyer filed a complaint to the police against the illegal actions of the head of the Razdolnensky temporary detention facility Valery Tkachenko, who was insulting and also hit the Ukrainian, Tkachenko filed a complaint against the Ukrainian in response. According to Tkachenko, on August 22 2017 the Investigative Committee of the Russian Federation started criminal proceedings against Balukh on Part 1 of Article 318 of the Criminal Code of the Russian Federation.
The decision to initiate a criminal case was made by the “investigator” of the Razdolnensky District Investigation Department of the Main Investigation Department of the Criminal Code of the Russian Federation for Crimea Bondarenko N.S.
The document says that on August 11, 2017, Vladimir Balukh, during a morning inspection of the temporary detention facility hit Captain Valery Tkachenko with his elbow in the belly in the corridor, after that the political prisoner entered the cell number 2, took a bottle of detergent and hit the right arm of the head of the temporary detention facility.
According to the defence of the Ukrainian, Tkachenko – the head of the temporary detention facility of Razdolnoye village attacked Vladimir, hit, insulted with obscene language, and humiliated him on a national basis. All this was recorded on video in the temporary detention facility.
The lawyer of the political prisoner filed the report to the police regarding the illegal actions of the head of the temporary detention facility. The defence had well-founded fears that the new fact of the offenses would also go unpunished, since earlier, on April 24 Vladimir Balukh reported about an ethnic discrimination made by the same head of the temporary detention facility in Razdolnoye. According to the defence of the Ukrainian, past statements about his unlawful actions were ignored by the local police.
