In April 2021 the Crimean Human Rights Group monitored a TV signal coverage in the south of the Kherson region.
In 8 monitored settlements, the Russian TV was caught. It was not possible to catch Ukrainian TV channels in these settlements. The TV broadcasting was scanned in all directions of the antenna.
T2 TV was monitored in 21 settlements in the south of the Kherson region.
In one settlement (Hromivka), it was not possible to scan the TV signal at all, it was absent in all directions of the antenna.
In other settlements, with the signal of Ukrainian TV channels available, no Russian TV signal was recorded.

Equipment used for the monitoring: 12V compact portable TV set, T2 cable box, antenna with a standard signal amplifier (Khvylia-2).
We would recall that the monitoring of FM radio signal coverage in the south of Kherson region showed that jamming the Ukrainian FM radio signal by the Russian stations was recorded in all 19 settlements of Kherson region south, visited by the CHRG representatives this February.
For instance, the Russian radio may be heard in the settlements of Schaslivtseve, Heniches’ka hirka, Heniches’k, Chonhar, Mykolayivka, Novooleksiyivka, Mayachka, Novotroits’ke, Hromivka, Novomykolayivka, Strohanivka, Hryhor’yivka, Chaplynka, Myrne, Kalanchak, Oleksandrivka, Khorly, Rozdil’ne, Skadovs’k.
Jamming Ukrainian frequencies was also recorded by monitors on the Ukraine controlled territory near CHAPLYNKA and CHONHAR checkpoints.
To create pro-Russian content on the air of these media, they use hate speech, psycholinguistic manipulations and other means of influencing public opinion in order to spread Russian aggressive propaganda. The lack of a Ukrainian signal aggravates this situation and makes it impossible to receive information from Ukrainian media through television.
The strategy for de-occupation and reintegration of the temporarily occupied territory of the Autonomous Republic of Crimea and the city of Sevastopol, approved by the President of Ukraine on March 24, 2021, determined the principles of information policy in this area. It is important that Ukraine should distribute Ukrainian media content not only outside the state, but also, first of all, provide all the necessary conditions for Ukrainian television to be available to Ukrainian nationals in the regions that border the occupied territories, including the Kherson region.
