Ukrainian FM Broadcasting On Blocking in Crimea

The Crimean Human Rights Group held a regular monitoring of FM radio stations on the peninsula in December 2019.

The monitoring outcomes confirm that the Ukrainian FM radio signal is completely blocked out in at least 10 settlements of the Northern Crimea. And in 9 settlements it is blocked in part.

The CHRG monitors, with car audio units, checked which Ukrainian FM radio stations may be listened to in 19 settlements of the Northern Crimea: towns of Armiansk, Krasnoperekopsk, and Dzhankoy, and settlements located along major roads: Ishun’, Zelenaya Niva, Vishnevka, Krasnoarmeyskoye, Istochnoye, Novoaleksandrovka, Martynovka, Solionoye Ozero, Zavet Leninskiy, Yermakovo, Pridorozhnoye, Predmostnoye, Zarechnoye, Ovoschnoye, Lobanovo, and Voinka.

Only one of Ukrainian radio stations may be heard in the settlements of Istochnoye, Krasnoarmeyskoye, Martynovka, Zarechnoye, Ovoschnoye.

2 Ukrainian stations may be heard in Voinka, and Zelenaya Niva, 4 stations – in Armiansk, and 5 Ukrainian FM radiostations in Predmostnoye.

The KULTURA Radio is heard in 5 settlements of the entire list, KRYM.REALII – in 4, ARMIA FM – in 2 of the list. PROMIN’, UKRAINSKOYE RADIO, LUX FM, and KHERSON FM can be heard in 1 of 19 checked. And NOVAYA KAKHOVKA Radio signal is heard in 1 settlement.

Programs of seven Ukrainian FM stations may be heard at the CHONGAR check point on the occupied territory of Crimea, and four Ukrainian radio stations can be listened to on the Crimean side at the CHAPLYNKA check point.

The Russian FM stations broadcast their programs on the Ukrainian frequencies in 10 settlements (Ishun’, Krasnoperekopsk, Lobanovo, Dzhankoy, Pridorozhnoye, Solionoye Ozero, Yermakovo, Zavet Leninskiy, Novoaleksandrovka, Vishnevka).

Broadcasting of the Ukrainian FMs from TV and radio tower at Chaplynka in the Northern Crimea is replaced with such Russian stations:

KRYM – 95.3 frequency of KULTURA Radio

MORE – 96.4 frequency of PERETS FM

SPUTNIK – 102.3 frequency of MEYDAN

MAYAK – 103.5 frequency of KHAYAT

VATAN SEDASY – 106.4 frequency of PROMIN’

Broadcasting of the Ukrainian FMs from TV and radio tower at Chongar in the Northern Crimea is replaced with such Russian stations:

SPUTNIK – 100.7  frequency of UKRAINSKOYE RADIO

VESTI – 102.6 frequency of PROMIN’

KRYM – 103 frequency of ARMIA FM

MORE – 104.1 frequency of RADIO NV

VESTI – 105.9 frequency of KRYM.REALII

VATAN SEDASY – 107.8 frequency of KHERSON FM

The Crimean Human Rights Group monitors regularly broadcasting in the Northern Crimea. The Russian authorities have seized unlawfully the Ukrainian broadcast frequencies on the peninsula and have been blocking the Ukrainian FM broadcasting.

Thus, the Crimea occupying power have deprived the Ukrainian nationals of access to the information of independent Ukrainian radio stations. Doing this, the RF authorities absolutely disregard that blacking out radio signals was declaimed by the International Telecommunication Convention in 1947 and the UN General Assembly in 1950.

The information isolation of Crimea has been increasing that constitutes a gross violation of freedom of speech, and also provides the occupying power with additional facilities to violate further human rights and freedoms in Crimea. Such actions must be stopped immediately, with broadcasting of the Ukrainian independent media on the peninsula to be restarted and the guilty of seizing unlawfully the Ukrainian radio frequencies to be held liable.
